146556 - Address Book: unable to import address book with charset different from the system

*** observed with 2002-05-22-1.0. build ***
Steps to reproduce:
- open Address Book;
- go to Tools|Import..;
- go thru the process of Import:
- select an AB that has a name diffrent from your system charset (i am on
english winxp so i've chosen ja/cyrillic AB names);
- note that at the end of the process the progress bar says "no address book
imported". This is a regression, i am able to import those ABs in 6.2.3 (though
the process there was different from the one in the builds now)
