Reproducible: Always Steps to Reproduce: 1.Create a form containing a textarea element with value set to: <!--Test --> 2. This is displayed as: Test when the page is rendered Actual Results: Test Text inside the textarea is wrongly displayed Expected Results: <!-- Test --> This makes the browser not compliant with HTML 4 spec
