STR:
- Make sure Firefox is the default browser (in about:preferences, click on "Make Default..." if present).
- Open multiple windows.
- Pick a random window and use it to browse any website, remember which window you used last.
- Click on a URL link in another application (e.g., from an email in a mail app).

Expected:
The link should open in a new tab in the last-used window.

Actual:
The link opens in a semi-random window (not necessarily the last-used one).

It seems to be the same for later external URL clicks, though not forever, it may change later on. I don't know what the logic is, if any.
Moving the newly-opened tab to the preferred window doesn't help with later URL clicks.

In case that request seems strange:
I've got multiple screens with multiple windows, each window mainly intended for specific usages (e.g.: Bugzilla, chats, video, etc.). So when I get a Bugzilla email, I'd prefer to open the included link in the Firefox window that I use for Bugzilla.
It'd be great to have a way to do that, which for me would be most obviously done by making that Firefox window active before clicking on the link in the other app.
What OS and Firefox version?

Mac OS X 10.13.4
Last experienced with my current Firefox Nightly 62.0a1 (2018-06-05), but it's been going on for some time (can't remember when it started or if it's always been like that).
