STEPS TO REPRODUCE:
1) Open scratchpad
2) Type some stuff
3) Select that stuff
4) Middle-click in some other application
EXPECTED RESULTS: The selected stuff is pasted
ACTUAL RESULTS: Whatever was selected before step 3 is pasted.
It looks like selecting in the scratchpad doesn't place things in PRIMARY, unlike every single other editable area?

Just to be clear, this makes it pretty hard to copy data out of scratchpad into bug reports...

Scratchpad was removed in Bug 1519103 (Firefox 72). You can check the alternative in https://wiki.developer.mozilla.org/en-US/docs/Tools/Deprecated_tools#Scratchpad .
The Scratchpad bug list was reviewed and I think this bug can be safely closed.

Fwiw, console has the exact same problem. I filed bug 1593761 on that.
