1467716 - Restore tabs OFF - when camera&mic is shared the tabs are restored

Environment: 
Device: Nexus 9(Android 6.0.1);
Build: Nightly 62.0a1 (2018-06-07);
Prerequisites: Restore tabs is OFF.

Steps to reproduce:
1. Launch Fennec and open 4,5 pages;
2. In another tab open https://mozilla.github.io/webrtc-landing/gum_test.html;
3. Choose Audio & Video and accept permissions;
4. Close Fennec from task Manager;
5. Open Fennec.

Expected result:
Tabs loaded at Step 1&2 are not restored after restarting Fennec.

Actual result:	
Tabs are restored (white page) and can't load other pages in the same tabs either.

Those symptoms sound suspiciously like those in bug 1413895.
