[Steps to reproduce]:
1. Open the Browser and navigate to the about:welcome page.
2. Click the Learn more link and observe the behavior.

[Expected results]:
- https://www.mozilla.org/en-US/firefox/accounts/features/?v=a is loaded.

[Actual results]:
- https://www.mozilla.org/en-US/firefox/features/sync/ is loaded.

https://www.mozilla.org/en-US/firefox/accounts/features/?v=a is not localized, and :flod recommended not using it.

Based on comment 2, closing as WONTFIX because this was a design decision.
