Steps to reproduce:

1. install Firefox on both Windows & Linux
2. download some files on Linux
3. force a sync


Actual results:

download history synced from Linux to Windows but just says `file moved or missed`


Expected results:

download history should never be sync

huh - I thought we didn't sync these visits, but I can't see either where we exclude them nor where anything might have changed which would make this a regression.

I'm sure that they are processed together with history sync.
