Currently on Windows, and as opposed to OS X and Linux, when user open the About Firefox window, it's attached to the window it was opened from, which means it's stay on foreground and user can't interract anymore with the window behind it was opened from.

Setting the regression and regressionwindow-wanted flag as I think it used not to be the case, but can't be 100% sure.

Hello,

I have tested this issue on Windows10, Ubuntu16 and Mac OS X 10.12.6.
I can confirm that the About Firefox pop-up/window is set to be displayed on top of the all the other Firefox windows on Windows OS, which does not occur on Ubuntu or Mac OSes, where the About Firefox pop-up/window can be put in the background.

I cannot confirm that "user can't interact anymore with the window behind it". The About Firefox pop-up/window can be dragged around the screen and the normal Firefox window behind it can properly be interacted with, even if the About Firefox pop-up/window is displayed on top of it.

I have tried builds as far as Firefox Release v20.0. It appears that this was the original implementation of the About Firefox pop-up/window and not a regression issue. 

Moreover, this issue seems to be duplicate of bug 611955. Setting the Status as RESOLVED DUPLICATE.
