The rule is: https://searchfox.org/mozilla-central/rev/d0a41d2e7770fc00df7844d5f840067cc35ba26f/layout/svg/svg.css#46 It was added in bug 686581 to prevent fingerprinting, though there were doubts about the usefulness of it in bug 689224. We may be able to find another way to do this if we want to. This is just for tracking.
