Steps to reproduce: 1. Launch Nightly 2. Open Inspector (Ctrl+Shift+C) 3. Start Eyedropper (Click "Grab a color from the page") 4. Switch to Responsive Design Mode (Ctrl+Shift+M) Actual results: Eyedropper's scope is transparent. Expected results: Eyedropper's scope works fine. (or Eyedropper should be closed when switching responsive design mode) Regression range: https://hg.mozilla.org/integration/mozilla-inbound/pushloghtml?fromchange=b4f0f129495937add3d9b95e5af2dffa5a943ed5&tochange=dd3069bc00a3ba22f68f3881939a4b7c466bde41

(To clarify, eyedropper does work in RDM generally. The issue here is specifically about having eyedropper active on the page while you switch in or out of RDM.)

Changing component so we can track this along with other RDM bugs.

Component: Inspector → Responsive Design Mode
