Whenever you open a new tab manually (eg with CTRL+T) it starts up with
about:blank as the current URL.  It would be better for new tabs to get their
initial page setting from the preferences the same way new windows do.  That is,
when a user starts a new tab with CTRL+T, it should display 1) a blank page, 2)
their home page, or 3) the last page visited, according to the settings in the
Navigator preferences area.

Some people (notably ME) create locally stored home pages that link to
frequently visited web sites; having a blank one come up instead is annoying. 
You ought to give people the option to set what the start page for tabs will be.
 Making it the same as for new windows would be an easy way to resolve the
problem, especially since the necessary preferences settings already exist for
new windows, and it's a logical extension of traditional behavior.

I did looked through the database, but didn't find anything about this issue. 
There were several bugs related to the keyboard shortcuts for manipulating tabs,
but they didn't seem closely enough related.  (Personally, I think the shortcuts
are fine.)
