Unauthenticated users and Contributors don't see review icons in the History tab, because they don't have permission to review suggestions.

However, review icons also serve the purpose of communicating the status of each suggestion, which is now... well, not communicated to non-privileged users.

Fix bug 1471354: Show translation status to non-Translators (#1031)

Translations status in History is now shown for all users. For unauthenticated
users, non-Translators and read-only entities review icons are non-actionable.
