backlog (nee blocking-loop) is no longer used in the Core::Audio/Video* and Core::WebRTC* components. Per :drno, this is okay to disable. I'll notify fx-team, fx-dev, and dev-platform about the intended change and will disable the flag if there are no-substantial objects. Around 700 unresolved bugs have the backlog tracking flag set to a value other than '---'.
