Details
This is required by photosensitive users, for whom animated images can trigger migraines or seizures.
At present there are a number of about:config settings.
It's easy to miss some or misconfigure some.

Another relevant bug is bug 1365045. I think a user setting should control that media selector as well.
Not sure if it should block or depend on this bug.
