1473123 - Back fails very frequently on some sites

Sometimes (1/100?) I find that when I use swipe to the right to go back, the previous page preview loads... then disappears, like the gesture failed. 

I am left on the page I was. Every time in my memory a subsequent swipe returns to the page prior.

Ok, I have found a page where this seems to happen much more frequently. 

https://www.theglobeandmail.com/

If I click on an article, wait for it to fully paint, the scoll down three times; wait for the inertial scrolling to -almost- have the page stopped moving, then swipe back, I have a navigation failure. 

This morning, I have been able to reproduce clicking on the link from the homepage to this article https://www.theglobeandmail.com/life/first-person/article-i-need-to-find-a-more-satisfying-way-to-live-with-ms/ 

about 2/3rds of the time.

This continues on fxios 14. This is a hugely frustrating bug; if there's anything I can do to help debug it let me know.

I've updated the summary because it seems to happen about 80% of the time on theglobeandmail.com these days.

Just had this occur using the back button (can't given an estimate on frequency, as the gesture is so baked into my hands I haven't been using it reliably)

I have so far reproduced this only on theglobeandmail.com
