In Bug 1470910, Paolo suggested that instead of an 'entities' string for parseXULToFragment we make it an array of dtd files (https://bugzilla.mozilla.org/show_bug.cgi?id=1470910#c17).
It landed as a string in Bug 1450813, but we can update it here and then use the new API in the patch in Bug 1470910.
