Host c++compat is not built with -fPIC, so linking a host shared library fails when it links c++compat.

Neither. It's a placeholder bug for https://hg.mozilla.org/mozilla-central/file/eb28d28e0071/python/mozbuild/mozbuild/frontend/emitter.py#l358 For whoever ends up needing to fix this for other reasons.
