Reproducible always:

Steps To Reproduce:
1. Open many tabs so that Tab Bar overflow
2. Maximize the browser
3. Click "List All Tabs" button at the right most of Tab Bar
   --- observe  indicator for visible tabs region
4. Change to Normal size mode
5. Click "List All Tabs" button at the right most of Tab Bar
   --- observe  indicator for visible tabs region

Actual Results:
Missing the indicator in Maximized size mode.

Expected Results:
The indicator should be shown

If there is scroll bar in the panel, the indicator appears.

See bug 1446101 comment 35- I think this is intentional.
The issue seems to be the fact that the indicator do show up when Nightly is not maximized.

That is a different problem. I have already reported in Bug 1392489 regarding the problem and an alternative.

This indicator is removed in bug 1470947, since it was deemed unhelpful in bug 1446101 comment 35.
