Hmm, I tried this and it works for me. I wonder if we were being served different content. (I tried in yesterday's nightly on Windows 10)
The issue is reproducible also on Firefox Beta 62.0b9

I could reproduce this in https://www.facebook.com/messages, but middle-click the contact in top-right chat icon did open a new tab.

I'm in News feed page and the contact is on the right side(in chat list)

I could reproduce on Nightly and also Firefox 51. Looks like a long existing behavior. Mark as P3, please upgrade to P2 if you have a different opinion.
