1477080 - Add-ons search window should be visible on the "Get Add-ons" AND the See More Add-On Page

Steps to reproduce:

Go to Tools->Add-ons


Actual results:

There is no search-by-name window unless you goto the See more Add-on page
at the bottom of the page.


Expected results:

The "Search Add-ons" window should also be on the Get Add-ons page.

After running a firefox "refresh" which erases all Add-ons, I'm not interested
in seeing what's popular--I simply want to get to a specific add-on without
all of the visual noise. From the Get-A-on's page it's not even obvious that
a search window will be available on the "See More Add-Ons!" page.
