Steps to Reproduce:

1. Start non-English builds, e.g. Arabic
2. Click the meatball menu 
3. Observe the menu items locale

Actual Result:
Menu items are written in different locales. They are mixed. 

Expected Result
Menu items should be written in the same locale. Should not be mixed.


Note: Nightly 62.0a1 is not affected. It uses the same locale for the meatball menu items.

As discussed on slack, I don't think this is a bug. It's just the way localization works. When a string is not yet localized it falls back to the default (English) string.

I don't think we track the status of localization in Bugzilla so I'm going to close this as invalid for now.

For Arabic the status appears to be here:

Where I can see that most of the meatballMenu items have not been localized.
