1477404 - Set retained-dl pref to true by default on mozilla-release (61)

Staged rollout of RDL in Fx61 release (via Normandy) was smooth. There are no release blocking issues atm. 

It makes sense to turn "layout.display-list.retain" pref to true across all channels, namely Nightly63, Beta62, Release61. I assume that the only place it's not true at the moment is Release61.

For a future dot release (61.0.2 and onwards), we should be shipping Firefox with RDL on.

Just setting the pref back to true, as it was disabled for a Normandy rollout (which is now complete).
