Sigh. We will need to do some prep work for this.

We may be able to do so with a script to keep email spam down.

We can change the bugs as a user that is in the list of 'silent users'.
I've set it to inactive, does this accomplish what you asked, or do you want us to make it so that this was never a valid value for the OS field?
