Environment: 
Device: Nexus  5(Android 6.0.1), Samsung Galaxy S8 (Android 8.0);
Build: Nightly 63.0a1 (2018-07-24);

Steps to reproduce:
1. Go to Top Sites, History Panel;
2. Long tap on a link (do not release the touch);
3. Pan the page up/down.

Expected result:
Pan is disabled after the context menu is triggered.

Actual result:
Pan is enabled after the context menu is displayed.

Notes: not reproducible on Bookmarks Panel
