1478551 - In bug 1475852, wpt sync bot re-added a file that was removed

I haven't dug into the cause at all but in bug 1475852 the wpt sync bot clearly had troubles with the following file:

  testing/web-platform/meta/web-animations/timing-model/timelines/update-and-send-events.html.ini

This file was removed in bug 1475127 and the specific changeset where this hit central was:

  https://hg.mozilla.org/mozilla-central/rev/c0a53d9da079

Then wpt sync bot decided to re-add it:

  https://hg.mozilla.org/mozilla-central/diff/25c433c61280/testing/web-platform/meta/web-animations/timing-model/timelines/update-and-send-events.html.ini

Maybe there was some unfortunate timing here regarding the merge to inbound, I'm not sure.

It would nice, however, if this happens again to have some way to notice it. As it was I just happened to be looking in this folder and thought, "I thought we fixed that?".
