UpdateClearTypeUsage shows up in profiles with an appreciable amount time. https://perfht.ml/2M4CwXj https://perfht.ml/2KbWCgK For the purposes of sandboxing we'll want to do this in chrome process. Chrome only checks this on the WM_SETTINGSCHANGE message we don't need to check it more often than that.
