1. 2. Un-focus the browser window

Expected results: The text form the URL bar is correctly displayed. 

Actual results: The text from the URL bar is overlaid.

I verified this with the latest Nightly 63.0a1(2018-08-10) on Mac 10.12 and Windows 10 and I think there is a regression, please see the attached folder with the actual result.

I have managed to reproduce this issue on an affected Firefox 63.0a1 (20180801100116) ar build using Windows 10x64  by following the STR from comment 0. 

This issue is verified fixed using Firefox 63.0b4 (20180906162647) on the following OSes: Windows 10 x64, mac 10.13.6. I've use the pref from comment 1.
