I have a high density monitor. To test low density image fall backs I tired switching the DPR value in RDM to 1.
The high density background images in my CSS were still displaying and the low density ones did not appear in the network panel.
I tried to refresh and that didn't help.

On a high density monitor the test case should say DPR2, after opening dev tools and switching to DPR 1 the test case should change to read DPR 1.

Thanks for filing. I tested on my macBook (with a retina monitor) with the codepen URL, and when switching to DPR1 in the toolbar, I do get DRP1 in the page.
Perhaps something changed recently.
Do you mind checking again on a recent version (I tested on 63)? Thanks a lot.

Working for me now with the external monitor I had the problem with the first time!
Sorry for the slow response I've been in training for a week and a half.
