It's not clear if this is supposed to work like content: <string>, and make attribute compute to the attribute value in style (thus blocked on bug 435426), or make it more like it works for pseudos (compute to attr(foo)).

This is not the same issue. This is intended to be a bug to implement the rest of the spec. Will file one for that interop issue with <img>.
