See bug 1479859 comment 22 etc.

This isn't intermittent, it's Tier 2, and it might (??) be the same problem as the reason that the bulk of the entire web-platform-test reftests test suite is disabled on Mac and Windows.

On the flip side, it's probably not too hard to fix.
