Move Network before Style Editor in tabbar

Discussion: Following usage numbers, it seems reasonable to move up the Network panel; which is right now stacked behind 3 panels with much smaller usage.
Possible risks: Muscle memory of users who got used to find tabs by position. Could be mitigated by telling users about sortable tabs.

I wouldn't base that decision purely on usage numbers. I would also take logical grouping / workflows into account.
I see the argument of Inspector, Console, Debugger and Network as a group. How do however feel that Style Editor doesn't fit Performance, Memory and Storage (they fit better to Debugger or Network). Plus we'll add the Accessibility panel, which suits the first group better (as said in 1482454), but could also fit the Style Editor.
Another concern is that the Inspector and the Style Editor work together (jumping back and forth). Same is true for Inspector + A11y. If we move the tab further to the back we'll increase distance/mouse movements.
My suggestion: Inspector, Console, Debugger, Style Editor, Network, Performance, Memory, Storage

All of that said, I have no hard feelings on the order and I agree that we should promote the sortable tabs. Then people can adjust their order.
