In the case where 'Use system font size' pref is enabled, the system font size change should affect contents without reloading. I haven't checked on GeckoView yet, but I think GeckoView has the same problem.
I think bug 766599 (great - another patch that basically had a r+ but was then abandoned) sounds like it would handle this, although it might have to be extended a little to also cover the new font.size.systemFontScale-mechanism for mobile pages that aren't inflated. In principle though, font.size.systemFontScale is just another variety of text zoom, so whatever we do after a change of the text zoom through the UI needs to be done here as well.
