1483040 - Add snippets targeting for total URIs count

We want to be able to target snippets to users based on their total count of non-unique http(s) URIs visited in a subsession. 

This will help us define aDAU or non-aDAU basic segments, for instance, that we may want to target with different content.

Telemetry attribute >> browser.engagement.total_uri_count

Kate, please us know if you need anything else on this - hoping to get this with the 63 release.

Could you update us on the status: Will this get implemented in 64? If not, should we expect it in 65?
