1483055 - Add snippets targeting for pinned sites on newtab

We'd like to be able to target snippet users based on their pinned sits on newtab. We could use this to target snippets to people who have certain content types in their pinned sites, e.g. if they pinned Facebook we could talk about Facebook Container, if they pinned Amazon we could talk about Amazon Shopping.

Telemetry attribute >> browser.newtabpage.pinned

Kate, based on our previous conversation it sounds like a process has already been implemented to check if URLs are in the top sites, so this may be easier to expose for snippets targeting than some of our other requests. If so, we can consider re-prioritizing (Bugs 1483037, 1483040, 1483041, 1483046, 1483050) so that at least 5 new capabilities get pulled in with the 63 release, and a subsequent 5 with 64.
