In addition to Bug 1483968, we want to be able to target snippet users based on whether or not they have saved content via the awesome bar OR via AS content (new option). Per Tim: I think this is covered by existing Unified Telemetry probes in the awesome bar. Kate, please let us know if you need anything else here!
