Right now we have a pre-rendering step that creates an HTML file for each locale (see html task: https://github.com/mozilla/activity-stream/blob/f331b10db03ffc8bc913657730d65a4b1abe0ad2/yamscripts.yml#L20) In order for us to use fluent, we need a way to figure out how to either: (a) get fluent to work with node/prerendering, or (b) switch to a version that doesn't depend on strings/fluent
