On devices like the Oculus go, there are CPU and GPU throttles. FxR needs to know when when video is playing so that the throttles maybe increased.

Yes, Imanol is going to try and get this done before he goes on PTO.

FxR will need an API like this for media control for 1.1.
Randall says Imanol might look at this bug. It's too late to uplift this fix to GV 63 Beta.
