Ah, pinned tabs show a default favicon when there is no other favicon so we probably don't need to show the space for a pending icon there.

I can see that pinned tabs are resized using a local html page, while the favicon is loading on an affected Nightly build (2018-08-31).
This issue is verified as fixed on 63.0 (20181015152800) across platforms: Windows 10 x64, macOS 10.13 and Ubuntu 16.04 x64.
