Please refer to bug 1436188 comment 11, bug 1436188 comment 12, and bug 1436188 comment 13. We wanted to track the how many origins are broken for users. To do that, we might have an approach like keep traversing directories even when one of them had returned failure. So that we are able to know the percentage of directories are broken per quota client for a user. We may only do that for Nightly user for now. Open this bug as a follow-up since we may want to see even Release users' condition.
