Steps to reproduce:

1. Enter to "https://www.wired.com/story/universities-public-interest-technology-courses-programs?mbid=nl_082618_backchannel_list3_p2&CNDID=53482132" (in the developer edition)


Actual results:

The option to activate the reader mode do not appear


Expected results:

The option should appear (like firefox 61)
The reader mode button is there and working with Firefox 63 nightly 20180903100454 on windows7
Hi, 
I managed to reproduce this issue in Firefox Dev edition 63.0b2 (64-bit)as well as 63.0b3 (64-bit).
Please note that this issue also occurs in Firefox Nightly 64.0a1 (2018-09-05).

The Trick to trigger this issue is simply by refreshing the page, the first time you reach the page you have the reader icon, but after the page reloads the icon no longer appears.
