I think this is basically https://bugzilla.mozilla.org/show_bug.cgi?id=1485892#c1 coming back, because bug 1485946 initially accidentally disabled building and including libprio and msgpack on *all* platforms+compilers, rather than only disabling on Windows with MSVC specifically, which is tier-2.
The followup changeset in that bug corrects this on all the tier-1 platforms so I'd expect it to increase by the rough estimate in the bug link above.
