Currently raptor jobs are running tier2 on central. Let's have a raptor job (speedometer on Firefox) running on inbound (just tier3 for now) in order to catch breaks faster i.e. if something lands inbound that breaks a web extension api, that way we find out about it sooner. We will want raptor running on inbound eventually anyway.

jmaher: Actually I'm going with tier2 to match central if that's ok, as tier2 won't cause backouts anyway. Also, should it be inbound or autoland, which do you think is better? I notice phabricator/lando lands autoland so maybe autoland first?

yeah, we let it ride the trains, so lets lando on autoland and let it roll to inbound.
