See bug 1488871. Blink removed their proprietary event so we should try to do the same. We use it in devtools and in chrome code in a few places. We should get rid of those before getting rid of the implementation.

Blink managed to remove the WebKit-specific overflowchanged event in: https://bugs.chromium.org/p/chromium/issues/detail?id=460822 This exposes when we do layout and is Mozilla-only, so it's worth trying to remove it. This makes them chrome-only behind a pref.
