Follow up to Bug 1487284. In Bug 1487284, we notify all actors spawned in parent process when a browser swap happens, so that they can update the message manager they use. This should be reviewed with :ochameau when he is back from PTO. See detailed comments from :yulia on https://phabricator.services.mozilla.com/D5028 for more context.
