SVG as data URL for list-style-image property, see https://codepen.io/gunnarbittersmann/pen/dqJvEx
Actual results:
Sometimes, the SVG (arrow in Codepen) is rendered; most of the times, it is not (reload).
Expected results:
The SVG (arrow) should be rendered.

I can reproduce on Nightly64.0a1 win10.

I can reproduce this too, all the way back to at least Firefox 29. (Much further than that and the codepen site doesn't work.)
