Details
Default formats should have names because all formats should be able to be
referred to by name and because it should be possible for installations and the
Bugzilla distribution to change from one default to another without having to
rename files.

Where are the defaults configured then?

Defaults could be configured in either editparams.cgi or (better) localconfig or
its successor.

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist. This doesn't

I think bug 218219 is a better way to deal with this.
