[Feature Request] In Full screen mode, the tabs should move down a little to avoid overlap with OSX toolbar

Steps to reproduce:
1. Turn on full screen mode ( shift + cmd + f )
2. Open some tabs ( Allow tabs to be shown in full screen )
3. Move your mouse to click on some tab
Actual results:
Moving the mouse pointer with a normal gesture trigger the toolbar to open, thus hiding the tabs behind it. This hinders the user experience and the user has to move the pointer down a little and move up slowly again.
Expected results:
The Tabs should have moved with the toolbar itself so that the tabs are clearly visible and clickable. Chrome and Safari have this implemented.

Hi!
I've reproduced the issue above on MacOS X 10.13, using the latest Nightly 64.0a1 Build ID: 20180919123806. Adding a component to get an opinion on this issue.
