STR:
1. Create a meet.google.com meeting on one computer (in my case an OS X laptop)
2. Join the meeting from a second computer (in my case a Linux desktop)
3. The second computer does not show any video from the first computer.
Expected results:
1. Video should be displayed soon after the call is established.
Workarounds:
1. Turning the camera off and on again using the icon in meet on the first computer causes video to appear instantaneously.
2. It seems like waiting long enough can also cause the video to appear, but it might take a few minutes.
I first noticed this while testing the branch 64 webrtc.org update, but it also reproduces on Nightly.
Using Chrome on a Windows laptop, the video is displayed almost immediately. If I join an existing meeting with Chrome, both Chrome and the participant without video get video almost immediately.
I'm not sure if this is a Firefox bug, a meet bug, or just a quirk of my testing setup.

Just tried this with 2018-09-06 and 2018-10-05 nightlies on my macOS laptop. In both cases, the other side received video in under a second.
Dan, does this still happen for you. Does it also happen on Firefox 62?
