Steps to reproduce:
- Menu "Help/Restart with Add-ons Disabled"
- In the dialog, hit "Refresh Firefox" twice
- Import Dialog: hit Finish
Actual results:
about:sessionrestore loads:

Expected results:
- Menu "Help/Troubleshooting Information"
- In the page, hit "Refresh Firefox" twice
- Import Dialog: hit Finish
about:sessionrestore loads:
Success!
Firefox is ready to go.

Yup, it seems like its expecting but doesnt see a session restore file, I think it should probably either be told to not expect one, or we should migrate and provide it

This appears to be still in play: with the "Opening previous windows and tabs" checkbox UNchecked, FireFox 96.0.3 consistently starts with the message screen that it can't find the previous session tabs; irrespective of how Firefox was closed.
When clicking on the "restore previous session" button, it suddenly can find those tabs ?!
The only way I found around the annoying errorscreen is to check the "Opening previous windows and tabs" option under General-Startup...
Expected behavior is that there is no attempt made to restore anything when the option is unchecked and Firefox closed normally (i.e. no crash).
