149333 - Location field doesn't respond to new entries if NS7 is launched before QL finished cleanup on exit

Using new QL mode in branch build 20020603 Single profile, if you click on the N
icon in the task bar before the exit activity has finished, typing in a
different location in the location field doesn't work.  It continually loads the
displayed page (which happens to be the Netscape page in my scenario). 

1. Launch app, (Quick Launch should be on by default) I have the browser
displaying Home page when launched, home page pointing to
http://home.netscape.com/bookmark/7_0/home.html
2. Exit app after Home page has loaded
3. As soon as the N shows up in task bar (bottom right), double click on it to
launch app again.
4. Type a new location in the location field.

Result: Page doesn't change, just reloads current page. 
Expected: The browser to change to the page I loaded to come up.

My system is running WinXP Home Edition,  397 MHz  194 MB RAM
